This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Operations Data Analyst (Operations & Policy Analyst 3) based in United States.

The Operations Data Analyst will provide data, fiscal, and operational analysis that supports effective delivery of services for individuals with intellectual and developmental disabilities. The role transforms complex and raw data into clear reports, insights, and recommendations that can inform policy and program improvements. You will work across operational, financial, contractual, and program data while developing a strong understanding of the systems and funding structures that support service delivery. The position involves close collaboration with technology, reporting, accounting, budget, policy, licensing, and program teams. You will also help maintain audit-compliant databases and coordinate the migration of data into a centralized data warehouse. Your analysis will contribute to identifying systemic drivers, fiscal trends, and community barriers while supporting legislative reporting and informed decision-making. This is a fully remote, full-time opportunity for an analytical and highly organized professional who enjoys working across teams and turning data into meaningful operational improvements.

Accountabilities

  • Develop data points, analyses, and user-friendly reports that identify fiscal and systemic drivers, service-delivery trends, and community barriers affecting programs and services.
  • Gather, analyze, interpret, reconcile, and present operational, financial, fiscal, contractual, and program data in formats that support clear decision-making and actionable recommendations.
  • Use knowledge of program operations, funding structures, and service systems to identify opportunities for policy, program, and service-delivery improvements.
  • Support analysis across Medicaid waiver services, in-home services, community- and facility-based services, employment services, and services delivered through state, county, and brokerage teams.
  • Maintain close working relationships with licensing, contracted service providers, shared-service teams, and other stakeholders to coordinate and validate data relevant to service delivery.
  • Collaborate with information services, business support, reporting and analytics, accounting, budget, and policy teams to understand data sources, responsibilities, and operational requirements.
  • Manage multiple databases and maintain data integrity and documentation required for audit compliance as databases expand and transition into a centralized data warehouse.
  • Coordinate with reporting and analytics partners on data migration activities and help build and implement contractor surveys to collect information needed for organizational and legislative reporting.
  • Interpret and apply applicable policies, procedures, rules, regulations, contracts, and agreements while monitoring fiscal activity, expenditures, and compliance requirements.
  • Facilitate effective communication and coordination across multiple priorities, using analytical findings to support program leaders, stakeholders, and broader operational objectives.

Requirements

  • Seven years of professional-level evaluative, analytical, and planning work experience, or a qualifying combination of education and experience.
  • An Associate’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, health, human, or social services, or a similar field may substitute for 18 months of experience.
  • A Bachelor’s degree in a qualifying field may substitute for 3 years of experience; a Master’s degree may substitute for 4 years; and a Doctorate may substitute for 5 years.
  • Strong attention to detail with a demonstrated commitment to accuracy, accountability, and data quality.
  • Proven analytical, critical-thinking, and problem-solving skills, with the ability to draw meaningful conclusions from complex information.
  • Experience gathering, analyzing, interpreting, and reconciling financial, fiscal, contractual, or operational data and translating findings into clear, user-friendly reports.
  • Experience with data analysis and reporting tools such as Tableau and/or SQL.
  • Ability to interpret and apply policies, procedures, regulations, contracts, agreements, and other requirements, including monitoring fiscal activity, expenditures, and compliance.
  • Strong professional written and verbal communication, facilitation, coordination, and relationship-building skills.
  • Ability to manage multiple priorities, exercise sound judgment, take initiative, and work effectively both independently and within cross-functional teams.
  • Experience in human services and/or working with Medicaid services is a plus.
  • Ability to work effectively in a fully remote environment while maintaining strong collaboration and communication across geographically distributed teams.

Benefits

  • Annual salary range of $6,276–$9,644, with the listed range representing the non-PERS qualifying salary range; PERS-qualifying positions may reflect an additional 6.95%.
  • Permanent, full-time employee position.
  • Fully remote work arrangement, with the official workstation based in Salem and the ability to report onsite when business or operational needs require it.
  • Monday–Friday schedule, generally 8:00 a.m.–5:00 p.m. Pacific Time.
  • Annual salary increases until reaching the top of the applicable salary range, subject to applicable conditions.
